Who Is Affected
Under HC 1691, the following main routes now need B2 for settlement from 26 March 2027:
- Family route — spouse, partner, unmarried partner, parent
- Skilled Worker
- High Potential Individual (HPI)
- Scale-up
If you are on one of these routes, plan for a B2 test unless you are exempt.
Likely exemptions (based on the current B1 framework — subject to confirmation):
- Nationals of majority English-speaking countries
- Applicants with a degree taught in English (evidence rules apply)

- Trinity College London — ISE II or higher (B2)
- IELTS SELT Consortium — IELTS for UKVI Academic or General Training, 5.5 in all four components
- LanguageCert — Academic, General, or International ESOL SELT at B2
- Pearson — PTE Academic UKVI or PTE Home at B2
